Dig deeper. There's usually hidden motivation behind every idea or request.
Uncover the root cause.
Ask why they came up with the idea.
What lead you to that idea?
What situation where you in that brought about the issue?
Discover the real goal, this is what you should solve for. You'll realise there might be more ways to solving this problem.
Distill your findings into a single sentence that:
A good problem sttatement alloows for a variety of solutions
Takes into account context and coonstraints
Commit to launching something quickly, 3-6 weeks. Without a deadline you'll be making tweaks and improvements forever, without launching.

Adjust the scope of the project to fit within the timeline set. You can always make improvements after shipping a project.
